The Application System of Higher Education Teaching Reform Research maintains a project catalog applied. The system can process the project catalog to the systems current project list under reviewing, empty the current list under reviewing and tracks the systems list of approved projects. A current project list under review contains projects and their corresponding reviewers. The following is an example of a current project list under reviewing including three review items:

The system contains a database of the reviewers. Each review has a unique identification code in addition to a name. The system maintains a list, for each reviewer, of the projects reviewed. If a project is approved when it is evaluated by the reviewer, then it is removed from the current list under reviewing and add this project to the systems list of approved projects.
In the Application System of Higher Education Teaching Reform Research, the user can:
Add a project to the project catalog applied
Display the project catalog applied: lists the code, project description, application date of each project
Display the information of a project by its code
Add a project to the projects reviewed for each reviewer
Display the projects reviewed for each review by the reviewers code
Display the current systems project list under reviewing: lists code, project and the corresponding reviewer.
Add a project to the systems project list under reviewing and specify one reviewer for it
Add a project to a list of approved projects and remove it from the current project list under reviewing
Display the systems project list under approved by listing its code
